Andreas Orator has published a new book on EU agencies in German. In this book, he substantiates possibilities for, and limits to establishing agencies under the current Treaty framework. Orator lays out a semi-flexible system of steering and control for the establishment and empowerment of EU agencies. This is based on his analysis of the Meroni/Short-selling case law, in the context of the framework of the Lisbon primary law.
